Community Long-Term Recovery Planning

By Jane Bullock and George Haddow: The time to conduct long-term recovery planning is before the next disaster strikes.  Historically, long-term recovery planning has been conducted in the aftermath of a major disaster, if at all.  This has often resulted in a truncated and inefficient planning process and delays in the recovery phase.
