The Transportation Challenge: Moving the U.S. Economy

Future Highway and Public Transportation Finance
Phase II

The Future Highway and Public Transportation Finance study was commissioned by the U.S. Chamber of Commerce through the National Chamber Foundation.  The objective of this two-phased study is to identify funding mechanisms to meet national highway and transit investment needs. This study identifies funding mechanisms to meet our nation's highway and transit needs and is one of the first studies to address both capital and operating needs for highways and transit systems at all levels of government. The second and final phase addresses long-term funding mechanisms, including alternatives to the current fuel tax-based system. Phase I focused on short-term funding for the period 2005 through 2015.

Future Highway and Public Transportation Finance
Phase I: Current Outlook and Short-Term Solutions

The Future Highway and Public Transportation Finance study was commissioned by the U.S. Chamber of Commerce through the National Chamber Foundation.  The objective of this two-phased study is to identify funding mechanisms to meet national highway and transit investment needs.  Phase I focuses on short-term funding for the period 2005 through 2015, starting with the reauthorization of the Transportation Equity Act for the 21st Century (TEA 21).  It examines Federal options that would increase Federal Highway Trust Fund (HTF) revenues, and options that could enable and stimulate greater investment by states, local government, and the private sector.  Phase II will address long-term funding mechanisms, including alternatives to the current fuel tax-based system.

Impact of Travel & Tourism on the U.S. and State Economies

The U.S. Chamber of Commerce and the Travel Industry Association of America (TIA) have produced a national and state-by-state analysis based on TIA's Travel Impact Model (TEIM). Impact of Travel and Tourism on the U.S. and State Economies quantifies the economic movement of the travel and tourism industry, which was hit hard at the beginning of the decade. Today, the economy is strong and growing stronger. To demonstrate the significance of this industry, our report specifies development in terms of employment, spending, and taxes for each of the 50 states and the District of Columbia.

        State Key Findings       

The Fair Credit Reporting Act: Access, Efficiency & Opportunity 

With key federal preemption provisions of FCRA slated to sunset on January 1, 2004, the Information Policy Institute prepared The Fair Credit Reporting Act:  Access, Efficiency and Opportunity for the National Chamber Foundation.  The report quantifies the benefits that consumers receive as a result of federal preemption, while finding few direct or indirect costs.  Furthermore, it goes on to make the economic case that losing the existing preemption framework would threaten the benefits consumers currently enjoy.

Based on economic forecasts and future import/export trends, the study examines the current and projected capabilities of the U.S. freight infrastructure.
