The more than 500 small business owners who attended the Chamber's biannual ACCESS small business summit last week in Washington, D.C., couldn't have come at a better time. The immigration debate was raging, the U.S. Senate was about to vote on legislation allowing the creation of small business health plans (SBHPs), Congress was finalizing a $70 billion tax relief package, and folks were buzzing about a long-awaited vote on repeal of the death tax that is supposed to happen next month.
