U.S. Chamber files amicus brief urging D.C. Circuit to vacate Clean Air Act (CAA) rule that regulates emissions of ethylene oxide, which is used to sterilize about half of all medical devices in the United States

The Chamber's brief explains how the rule misreads CAA section 112(f), which authorizes EPA to perform a single risk-based review to set standards for each category of emissions sources and does not allow EPA to perform additional risk-based reviews.
