First Circuit upholds government dismissal of False Claims Act qui tam suit

The court recognized the government’s broad authority to dismiss a qui tam suit, holding that a motion to dismiss should be granted unless the relator can show that the government exceeded constitutional limitations or perpetrated a fraud on the court.
