The undersigned organizations strongly support the Recycling and Composting Accountability Act and the Recycling Infrastructure and Accessibility Act, and we encourage your committees to advance these bills by holding hearings and reporting them favorably.
Many businesses and organizations recognize that moving toward a circular economy is critical to meeting ambitious sustainability goals. In addition, recycling enhances the domestic supply of materials of importance to national and economic security.
While companies are developing innovative recycling technologies and processes, the Infrastructure Investment and Jobs Act and National Recycling Strategy are helping to provide a national focus on circularity and recycling. Because the cost of recycling has challenged local governments to justify return to the taxpayers, federal incentives and other policies help improve the accessibility of recycling, especially in underserved communities.
These bills would provide welcome, incremental approaches to complement the existing suite of policy options and would help spur creative and tailored local approaches to recycling. We believe hearings would provide an opportunity for all stakeholders to offer perspective on helpful changes and ways to build a potential path forward for these proposals. Moreover, your consideration of these bills would complement work by the Senate, which passed similar legislation on March 12, 2024, by unanimous consent.
