To the Members of the United States Senate:

As the U.S. Senate considers the nomination of Jessica Kramer to be Assistant Administrator for the Environmental Protection Agency’s Office of Water, the U.S Chamber of Commerce offers the following observations. As demonstrated during her confirmation hearing, Ms. Kramer is clearly qualified and brings deep experience in the details of water policy and the financial and technology innovation required to meet our nation’s significant needs. We urge quick consideration by the Senate of Ms. Kramer’s nomination and look forward to working with her upon her confirmation.

Ms. Kramer is committed to a commonsense regulatory agenda that will lead to effective investments in water infrastructure. She understands the need for more regulatory flexibility in meeting water quality limits, establishing streamlined permitting processes, and promoting public-private partnerships to mobilize the private capital currently sitting on the sidelines to invest in water infrastructure. Additionally, she recognizes the importance of right sizing a national drinking water standard to one that is workable, is durable, and would accelerate treatment and the research and development to offer additional technologies and tools to clean up PFAS.

We look forward to working with the Senate and Ms. Kramer to advance our nation’s investments in water infrastructure and on water policy issues more generally. Thank you for considering her nomination.

Sincerely,

Neil L. Bradley

Executive Vice President, Chief Policy Officer,

and Head of Strategic Advocacy
