To the Members of the U.S. House of Representatives:
The U.S. Chamber of Commerce strongly supports H.R. 3935, the "Securing Growth and Robust Leadership in American Aviation Act." By modernizing the U.S. aviation infrastructure, supporting the development of a robust aviation workforce, promoting safe and efficient integration of new entrants, and improving FAA efficiency and operations, this bipartisan legislation would preserve the United States' role as a global aviation leader. The Chamber will consider including votes related to this legislation in our annual How They Voted scorecard.
In recent years, global competitors are modernizing their air traffic systems, upgrading their aviation infrastructure, and integrating new entrants faster than the United States. Passage of H.R. 3935 would help ensure America's continued leadership by providing the FAA with $107.5 billion over five years to invest in the necessary equipment and personnel. This legislation also includes necessary policy reforms that reorganize the FAA’s governance structure to improve policymaking, invests in America's airports, upholds the United States’ gold standard of aviation safety, and encourages innovation through the completion of the "Beyond Visual Line of Sight" rulemaking for drones and through accelerating Advanced Aerial Mobility integration. The legislation also includes important provisions that support a robust and realistic integration of sustainable aviation fuels into the aviation ecosystem as well as reforms to help ensure there is an adequate supply of pilots to meet growing demand for air travel, especially at the nation’s regional airports.
H.R. 3935 would ensure the United States remains the world leader in aviation. We oppose any amendments that would weaken the underlying legislation and urge you to vote “yes” when H.R. 3935 comes to the floor.
