The U.S.-Colombia Business Council delivered a letter to members of the Congress of the Republic of Colombia expressing concern regarding the introduction of a provision in Colombia’s tax reform that would eliminate the Value Added Tax (VAT) de minimus threshold for express and postal shipments. The provision would violate Colombia’s obligations under the U.S.-Colombia Trade Promotion Agreement (TPA), as well as have far-reaching negative consequences for small and medium-sized businesses and Colombian consumers. The day after the Council submitted the letter, the legislative proposal was voted down and archived.
