Policy Priorities

The Initiative has largely focused on policy advocacy aimed at countering policy proposals that undermine Canada’s competitiveness as a destination for FDI. Most notably, Canada’s parliament is pushing forward with legislation that impacts the digital economy and discriminates against U.S. business. For instance, Parliament approved the C-18 Online News Act passed on December 14, 2023, and the C-11 Online Streaming Act on June 5, 2024. Canada also continues to threaten to reintroduce a unilateral Digital Services Tax. The U.S. Chamber has been very vocal about its opposition to these bills and remains active in its advocacy. The Initiative has also engaged on other issues, such as the Forced Labor Bill and Canada’s Competition Policy. Members advance these issues through their participation in the following workstreams:

• Canada's Innovation Agenda: Digital Markets, AI, Cybersecurity, Telecoms and Digital Infrastructure 

• Canada's Supply Chains Resiliency: Mining and Critical Minerals, Auto and Aerospace, Semiconductors and Advanced Manufacturing 

• Boosting National Economic Security: Health, Energy, Transportation, Security
