Small businesses employ nearly half the entire American workforce and represent 43.5% of America’s GDP. As we have for over a century, the U.S. Chamber represents the full spectrum of the American business community. And like America, where most businesses are small businesses, the vast majority of our members—90%—are small businesses and state and local chambers of commerce.

Cost of Tariffs on U.S. Small Businesses
Utilizing the Department of Commerce’s recent report on Small Business exports and imports, the Chamber applied the 10% tariffs announced on April 2, the 145% IEEPA tariffs imposed on China, and the 25% tariffs imposed on non-USMCA compliant imports from Canada and Mexico to value level of goods imported by small businesses for 2023. For Canada and Mexico, the Chamber assumed one-third of imports are non-USMCA compliant. Annual imports were assumed to be static and calculated on an equal per-second basis and applied from April 2 forward.
